Over 100 CityU staff and student takes part in “Crystal Fish 2026” civil protection drill to enhance emergency evacuation awareness

To further raise public awareness of civil defense and strengthen police-public cooperation, the Joint Civil Protection Operations conducted a large-scale civil protection drill “Crystal Fish 2026” yesterday. The exercise simulated a storm surge occurring during a typhoon, requiring the implementation of an evacuation and response plan in low-lying areas. City University of Macau (CityU) actively responded to this drill. Under the organization of the Education and Youth Development Bureau of the Macao SAR Government, over 100 CityU staff and students participated in drills dealing with campus landslide and evacuation procedures, thereby enhancing their awareness of emergency preparedness, evacuation and personal responsibility.

During the drill, it was simulated that under Typhoon Signal No. 8, a minor landslide occurred on the slope outside Choi Kai Yau Building on CityU’s Taipa Campus. A small amount of debris and fallen trees blocked part of the roadway (University Avenue). Campus security staff followed procedures of the simulated report to contact the Fire Services Bureau, placing traffic cones and temporary notices on the blocked road section.

As it was anticipated that repairs could not be completed quickly due to the typhoon’s impact, and there were concerns about potential risks to the building structure posed by the landslide, the University decided to carry out an emergency evacuation of students who had not yet been able to leave the Choi Kai Yau Building.

The students were transferred to the Cultural Centre, and the Exhibition Hall was immediately opened as a temporary assembling location. Staff coordinated efforts to notify evacuees, provide guidance along the route, conduct registration and headcounts, distribute supplies and offer assistance. The entire evacuation process proceeded in an orderly manner.

Multiple administrative departments of CityU, including the Student Affairs Office, General Affairs Office, Rector’s Office, Human Resources Office and Registry, actively prepared for the exercise. Prior to the event, they conducted briefings, explained evacuation routes, and trained participating staff and students to evacuate quickly and orderly along designated paths, demonstrating strong emergency awareness and teamwork.

Speaking on the sideline, Lewis Chao Chan Chong, head of the Student Affairs Office, stated that through the drill, staff and students walked through the evacuation process, which helped enhance their disaster preparedness and response capabilities, mentioning that the whole process went smoothly, showcasing excellent teamwork.

He further stated that, located in Macao, a coastal region, the University urges all staff and students to remain vigilant in times of safety, and vows to review the effectiveness of the exercise and continuously improve its emergency response plans. Going forward, CityU will continue to strengthen civil defense education and actively cooperate with the Macao SAR government to build a safe campus.
