Vice Rector Ip Kuai Peng shares sights on patriots governing Macao and building talent pipeline for Hong Kong and Macao studies in postgraduate academic lecture
The Graduate School of City University of Macau (CityU) and the Postgraduate Association jointly organized a talk as part of the Postgraduate Academic Lecture Series today at Taipa campus. Ip Kuai Peng, vice rector of CityU, dean of Graduate School and, dean of Institute for Research on Portuguese-Speaking Countries (IROPC), hosted the lecture and shared key insights with students under the topic of “Country Studies in the New Era of ‘Patriots Governing Macao’ and Thoughts on the Research Paradigm and Methodology of Hong Kong and Macao.” Prof. Ip engaged in a lively dialogue with the students, and the lecture was concluded in an enthusiastic atmosphere.

According to Prof. Ip Kuai Peng, the principles of “patriots governing Hong Kong” and “patriots governing Macao” were stated in the Report to the 20th National Congress of the Communist Party of China from a strategic perspective to outline major steps for Hong Kong and Macao in the new era. As he explained, “The next five years will be a critical period for Hong Kong and Macao to create a new landscape and achieve a new leap.” Prof. Ip encouraged researchers dedicated to studying Hong Kong and Macao to actively consider how to respond to the opportunities and challenges of their development in the new era. Additionally, he called on researchers to implement, promote, and share the knowledge of the “One Country, Two Systems” principle, ensuring its steady and long-term practice. This, in turn, will help maintain prosperity, stability, and peace in the Special Administrative Regions (SARs) and promote the contributions of Hong Kong and Macao towards the rejuvenation of the Chinese nation.

Prof. Ip highlighted the crucial role of SAR governments in implementing the “One Country, Two Systems” principle and the principle of “patriots governing Macao.” He emphasized the importance of loving the country and Macao through practical actions, which will help transform the advantages of the governance system into efficiency and contribute to a brighter future for Macao.
To achieve these goals, Prof. Ip put forward four key points. Firstly, the SAR governments should promote the thorough implementation of "patriots governing Macao" and deepen public administration reforms. This includes allowing more patriotic talents to enter the governance structure and enhancing the national awareness, political capabilities, governance level, and administrative efficiency of the SAR governments.
Secondly, Macao can take initiatives with the support of the central government to drive innovation in the development of the Guangdong-Macao In-depth Cooperation Zone in Hengqin. This will create a new platform for economic development, enhance economic stability, and improve risk resistance.
Thirdly, researchers dedicated to studying Hong Kong and Macao should conduct practical investigations and studies. They should also pay close attention to the social conditions and public opinion in the SARs. By providing intellectual support, they can help address societal challenges such as economic structural imbalances, housing, healthcare, and transportation. This will boost confidence in the development of Hong Kong and Macao.
Lastly, Macao universities should leverage their academic and professional strengths to cultivate research talents for Hong Kong and Macao studies. By strengthening the talent pipeline in this field, they can contribute to the development of ‘One Country, Two Systems” and generate new momentum for progress.
