Sustainable Procurement Principles

The City University of Macau (hereinafter referred to as “the University”) has established environmental procurement principles to promote sustainable development and build a green campus. We believe that through environmentally conscious procurement decisions, we can effectively reduce the environmental impact of campus operations, conserve resources, and foster a sense of environmental responsibility among faculty, staff, and students.

The university will prioritize and implement the following principles in all procurement, construction, or service contracts:

1.All procurement and contract awards must comply with the environmentally friendly procurement practice, supporting and promoting sustainable development on campus and in society.

2.Priority will be given to the procurement and use of materials and products that align with environmental principles and possess high energy efficiency, such as those that are easily recyclable, minimally packaged, durable, water- and energy-saving, low-polluting, and biodegradable.

3.The use of single-use and plastic products will be minimized to reduce plastic waste from the source.

4.When outsourcing engineering or services, contractors will be clearly required to adopt environmentally friendly materials, equipment, and construction/service methods, which will be assessed.

5.Preference will be given to materials and products that have recognized environmental labels (e.g., eco-friendly paper) or energy efficiency labels (e.g., Level 1 energy label).

6.When selecting suppliers, preference will be given to those who can provide services for the recycling of discarded products (e.g., toner cartridges, electronic devices).

7.Suppliers with a clear commitment to environmental protection or who have been certified by internationally recognized environmental management systems (e.g., ISO 14001) will be prioritized.

8.When quality, price, and service are comparable, priority will be given to local suppliers.
