CityU School of Law Integrates Classroom Learning with Practice to Cultivate Well-Rounded Legal Professionals

The School of Law (SOL) at City University of Macau (CityU) is built on a teaching model that integrates academic study with hands-on practice. With a curriculum centered on the Macao legal system, the School aims to produce bilingual or multilingual legal professionals equipped for both practice and research—students who are not only well-versed in Macao’s legal framework but also possess an international outlook and innovative mindset. The faculty consists of distinguished experts and scholars from Macao, Mainland China, and the international legal community, all of whom bring extensive practical experience to the classroom.

Academic research is a core driver of the School’s mission, and it has made significant contributions to areas such as the advancement of the rule of law in Macao and regional legal harmonization. Associate Professor Li Hongjiang, Program Coordinator, and Dr. Duan Peng, an alumnus, co-authored A Study on the Legal Regime on Anti-Money Laundering in Macau. This key volume in the “ series, jointly published by the Macao Foundation and the Social Sciences Academic Press, was released nationwide (including Macao). The book systematically traces the evolution of Macao’s anti-money laundering legal framework and offers an in-depth analysis of critical issues in relevant laws and regulatory mechanisms, serving as an important reference for strengthening regional financial oversight.

The School actively demonstrates the academic influence of Macao’s legal scholarship through high-level dialogue platforms. Program Coordinator Li Hongjiang was invited to the Fourth 21st Century International Forum of Law School Deans and Jurists & World Rule of Law Forum in the Era of AI, where he delivered a presentation titled “An Overview of the Amendments to the Macao Criminal Procedure Code” at a seminar about amendments to criminal procedures. Additionally, at the 2025 Annual Conference of the Hong Kong and Macao Basic Law Research Association of the Guangdong and the Eighth Greater Bay Area Youth Development Legal Forum, Assistant Professor He Qi received the First Prize for Excellent Paper for her work, “On the Role of the People’s Congress System in the Practice of ‘One Country, Two Systems’ in Macao and Its Improvement”. This accolade underscores the SOL’s strong expertise and forward-looking perspective in research on Hong Kong and Macao legal matters.

SOL is dedicated to expanding its global academic presence, building bridges for scholarly exchange, and strengthening collaboration with judicial institutions and universities in China and abroad.

A judicial exchange delegation from the Supreme People’s Procuratorate visited the university to discuss “The Role of the Procuratorial System in Chinese Modernization”. Through campus tours, seminars, and lectures, the visit fostered deeper cooperation between Mainland China and Macao in judicial practice and higher education, giving new impetus to legal collaboration under the “One Country, Two Systems” principle.

The School has also engaged in substantive academic exchanges with several universities, including Shanghai Jiao Tong University, Zhongnan University of Economics and Law, Nanjing Normal University, and Zhejiang A&F University. Activities such as thematic forums, intensive seminars, and faculty-student exchanges have facilitated the sharing of academic resources and collaborative exploration of innovative approaches to talent development, ensuring that the training of legal professionals aligns with the nation’s strategic priorities.

SOL places a strong emphasis on experiential learning, using lectures and study tours to connect theoretical knowledge with real-world application.

The School regularly invites legal experts, scholars, and practicing lawyers from China and other countries to give specialized lectures, exposing students to the latest practical developments and in-depth academic insights. Highlights include a lecture on “Legal Career Planning and Preparation for the 2026 Legal Professional Qualification Examination” by Dr. Meng Xiangui, a Civil and Commercial Law Doctor from China University of Political Science and Law and a researcher at the Xu He Xu Bankruptcy Law Research and Talent Training Base, Southwest Jiaotong University. This session helped law students and prospective exam takers clarify their career goals and navigate exam preparation. Associate Professor Tong Hang, Associate Research Fellow at the Institute of Ecological Civilization, Zhejiang A&F University, and Distinguished Research Fellow at the Institute for Legal System on Land, Guangdong University of Foreign Studies, presented lectures on “Methodology of Civil Law Interpretation – From the Perspective of Contract Interpretation” and “On the Sources of Civil Law – A Comparative Analysis Based on the Mainland ‘Civil Code’ and the ‘Macao Civil Code’”, offering students intellectually stimulating sessions rich in theoretical depth and practical insight. Lawyer Wen Jing, a Senior Partner at Beijing Yingke , contributed to the School’s “Legal Practice Lecture Series” with a practical analysis of the new rules on piercing the corporate veil under the Company Law.

With support from the Macao Foundation, the School organized the “CityU Macau Legal Exchange Delegation”, leading faculty and students on an exchange trip to Beijing. This initiative strengthened ties with the Mainland legal community and channeled youthful energy into supporting the enduring practice of “One Country, Two Systems” in the new era.

Locally, the School has organized study activities, including a visit to the Complex of Commerce and Trade Co-operation Platform for China and Portuguese-speaking Countries to tour the “National Security Education Exhibition”, reinforcing students’ awareness of national security. A study tour to the Commemorative Gallery of the Macao Basic Law allowed students to explore Macao’s legal foundations, development achievements, and urban vitality through the lens of history and modernity. A visit to the Branch Office at Taipa of the Commission Against Corruption (CCAC) provided an interactive and educational experience, offering insights into the operational realities of an anti-corruption agency and the connection between legal practice and social responsibility.

The School is deeply committed to cultivating legal professionals with expertise in foreign-related matters, focusing on an educational approach that blends international perspective with practical skills. It actively promotes high-level academic competitions, encouraging students to learn and practice through competition, honing their professional skills and international competitiveness in real-world scenarios.

CityU students advanced to the top 16 in the South China region at the “Guangzhou Arbitration Cup – China Selection Tournament for the M.G. Rosenberg Moot” organized by the Guangzhou Arbitration Commission. They also secured a National Second Prize at the 5th Mainland-Hong Kong-Macao Universities Invitational Moot Arbitration Competition, demonstrating the strong capabilities and professionalism of CityU law students.

Furthermore, the School partnered with the Macao Young Professional Association to host the “2025 Popularizing Law Cup Macao Open Speech Contest”. Centered on the relevance of artificial intelligence to daily life and the constitution, the contest provided a platform for both legal education and academic exchange. It also helped students hone their public speaking skills and awareness of legal advocacy, building a talent pool for Macao’s future rule of law development. Looking ahead, SOL will continue to prioritize innovation, deepen cross-border collaboration, and refine its academic programs. Its goal is to establish itself as a highly influential center for legal education and research, consistently supplying high-quality, practice-ready legal professionals to support Macao’s prosperity and stability, the coordinated growth of the Greater Bay Area, and the advancement of the rule of law nationwide.
