Supreme People’s Procuratorate delegation visits CityU to strengthen judicial and academic exchange between mainland and Macao

A delegation led by Xiao Wei, deputy director-general of the Political Department of the Supreme People’s Procuratorate of the People’s Republic of China, recently visited City University of Macau (CityU). The visit, welcomed by Vice Rector Ip Kuai Peng and Li Hongjiang, program coordinator of the School of Law, aimed to deepen judicial and higher education collaboration between the mainland and Macao, thereby promoting legal cooperation under the framework of “One Country, Two Systems”.

The two sides held a discussion at the Ho Yin Convention Centre with faculty and students, focusing on Macao'’s higher education development, international and legal education approaches, and the coordinated development of the “four major procuratorates”—criminal prosecution, civil litigation, administrative litigation, and public interest litigation. These were presented as an institutional innovation of the socialist legal system with Chinese characteristics and as a driver of China's modernization.

During the interactive session, students raised questions on topics such as the distinctions between China’s system for guilty pleas and common-law plea bargaining, mechanisms for public engagement in public interest litigation, and judicial safeguards for minors. Drawing on their practical casework, the experts offered thorough answers addressing both institutional adaptability and procedural implementation.
