CityU co-hosts academic conference on “Data Circulation Security and Transactions” in Shanghai to explore new development pathways

The 3rd Academic Conference on “Data Circulation Security and Transactions” was recently held in Shanghai. Focusing on “Clarifying Origins to Stimulate New Momentum, Integration to Build a New Element Ecosystem, and Security to Establish a New Foundation for Development”, the event was hosted by the Editorial Department of Journal of Cyber Security and organized by Shanghai University of Electric Powder. City University of Macau (CityU), along with the Institute of Information Engineering of the Chinese Academy of Sciences, Xidian University, the National Information Center, and other institutions, jointly supported the conference. It attracted experts and scholars from leading universities, research institutes and industries across China for in-depth discussions on the circulation security and transactions of data.

Professor Zhou Wanlei, vice rector of CityU, served as the conference vice chair and played a key role in its organization and planning. Professor Zhu Tianqing, associate dean of the Faculty of Data Science, served as the sub-forum chair and was responsible for the coordination and agenda design.

The main forum featured distinguished guests and inspiring presentations. Fang Binxing, academician of the Chinese Academy of Engineering, honorary dean of the Cyberspace Institute of Advanced Technology at Guangzhou University, and honorary doctor of CityU, delivered a keynote report on “Security and Safeguards of Artificial Intelligence Agents”, offering an in-depth analysis of the risks and defense mechanisms related to AI agents.

Researcher Li Fenghua, deputy chief engineer at the Institute of Information of Engineering of the Chinese Academy of Sciences, presented on “Data Element Circulation, Utilization, and Security: Challenges and Countermeasures”, outlining the critical challenges and solutions in data element circulation. The speech served as a key academic guide for the conference.

At the sub-forum on “Data Circulation Security and Transactions”, Vice Rector Zhou Wanlei delivered an opening presentation as a guest speaker. His presentation explored the complexities of cross-border data flow and the importance of trust-building from an international perspective, establishing a high academic standard for the forum.
The sub-forum brought together many leading experts in China, where they discussed core issues including privacy protection, compliance governance, dynamic pricing and blockchain applications in data circulation. The first session was chaired by Professor Xu Peng, deputy party secretary of the School of Cyber Science and Engineering at Huazhong University of Science and Technology. Professor Li Pan, vice president of Hangzhou Dianzi University, opened the conference with a representation titled “Privacy and Liability Tracing in Data Transactions”, exploring the balance between privacy and liability in data circulation.

Researcher Cai Lizhi, director of the Shanghai Computer Software Technology Development Center, followed with a presentation titled “A Balanced Path for Security Compliance and Value Release in Data Element Circulation”, proposing a framework that integrates compliance with innovation in data flow from both policy and engineering perspectives.

Professor Li Hui, executive dean of the School of Cyber Engineering at Xidian University, presented on “Data Dynamic Pricing and Privacy Computing”, outlining cutting-edge advances in integrating data valuation with privacy computing technologies.

Researcher Hou Rui, director of the National Key Laboratory of Cyberspace Security Defense at the Institute of Information Engineering of the Chinese Academy of Sciences, presented on “System Performance Optimization for Data Security Protection Scenarios”, sharing systematic architectural approaches to enhance both efficiency and security in data circulation.

The second session was chaired by Professor Ning Jianting from the National School of Cybersecurity of the Wuhan University. Professor Qiu Weidong, deputy director of the Institute of Cyberspace Security at the School of Computer Science, Shanghai Jiao Tong University, discussed “Arbitrable Authorization and Secure Transaction Technologies for Data Element Circulation”, proposing a series of technical solutions and practical approaches.

Professor Wang Wei, dean of the School of Software at Xi’an Jiaotong University, presented on “Data Asset Circulation: Blockchain-Based Web3.0 Cutting-Edge Technologies”, exploring how blockchain technology can enable data assetization and trusted transactions.

Professor Jia Weijia, dean of the Institute of Artificial Intelligence and Future Networks at Beijing Normal University (Zhuhai), presented on “Edge Intelligent Data Processing and Applications”, introducing innovative applications of edge AI in real-time data processing and circulation.

The conference, through its main forum and five sub-forums, established a high-level platform for communication among academia, industry, and government agencies, effectively promoting industry-academia collaboration and innovation in data circulation and security. The Faculty of Data Science (FDS) at CityU sent eight faculty representatives who participated in the event, engaging deeply in academic exchanges. This demonstrated the FDS’s research strength in data science and cybersecurity and expanded its collaborative network with top mainland universities and research institutions, laying a solid foundation for advancing high-quality development in data flow and security governance within the Guangdong-Hong Kong-Macao Greater Bay Area.
